Visit of Minister Lavrov to Minsk and the important issues. A political essay.
On November 25, 2020, Minister Lavrov arrived in the city of Minsk, capital of Belarus.
November 26, 2020 - the meeting with Minister Vladimir Makei, the meeting of Lavrov with Lukashenko and Makei.
In addition to pleasant words, in addition to handshakes (a corresponding photos are published - https://www.belta.by/president/view/lukashenko-o-belorussko-rossijskih-otnoshenijah-nado-govorit-ne-o-perezagruzke-a-ob-ih-usilenii -417395-2020 /) and to other elements of international etiquette, we see, also, a set of important issues.
We name these issues.
1. The presence or the absence of comments from the Russial state, including the Foreign Ministry (Foreign Ministry press service). The presence or absence of calls to the Lukashenko's regime to renounce torture, from taking political hostages, from benevolence - de facto - to aggressive detachments with an unclear legal status, from practice - de facto - neutral attitude towards murders and other crimes (presumably politically motivated crimes) ...
Apparently, the informing about the brotherhood of the Belarusian and Russian peoples requires special efforts (and distraction) from the Foreign Ministry and other state bodies of Russia.
Without the above comments and appeals, the visit of Minister Lavrov can create an ambiguous impression ...
2. Issues of funding of Lukashenko's regime (from the side of Russia).
3. Changing the environment in which the Lukashenko's regime operates.
4. Prospects for new elections in Belarus (at the initiative of the Lukashenko's regime in connection with Lavrov's visit).
Let's take a brief look at these issues.
1. We have not come across any confirmation of the existence of the above comments or appeals (from the modern Russial state) to the Lukashenko's regime.
2. The issues of funding of Lukashenko's regime (from side of Russia), if they were discussed during Lavrov's visit, was presented in the most laconic and general form.
('The lesson of Yanukovych - $ 3 billion,' although it is not openly, clear recognized, but still has its effect).
The administrators of the telegram channel 'pool of the first' ["Пул Первого"] ironically noted, 'Two ministers, two ambassadors. But for some reason only Belarusians have documents [drafts, projects for meeting?]. " (https://t.me/s/pul_1). [unofficial translation] ['Through all the conversations, Natulya's offer to drink before the 'case' [before the quasi-police operation in the style of tonton macoutes] of Massandra, a type of wine produced in Crimea, was lasting [was sounding]. 'Natulya' [that is, Natasha] first stated that she had two whole boxes of this drink - she recieved the wine 'from...', but immediately added that she was joking. (https://charter97.org/ru/news/2020/11/20/401268/)]
And in general ... Lukashenko has a wide range of contacts ... social circle is not limited with only Lavrov ... 'After Lavrov, the First had another meeting in his office. A foreign guest, again. (...) Unexpected meeting! Today Lukashenko had Thürmer Gyula. Hungarian politician. He has led the Hungarian Labor Party for over 30 years. " (https://t.me/s/pul_1) [unofficial translation]
3.1. November 22 [2020]
Today, during a video call with Lithuanian President Gitanas Nausėda, Sviatlana Tsikhanouskaya thanked Lithuania for the support of Belarusians and for a tough stance towards the Lukashenko's regime ...
Sviatlana Tsikhanouskaya also spoke about the creation of a center of universal jurisdiction in Lithuania, which collects data on the crimes of the regime. The President stressed that Lithuania has always supported the Belarusian people in their striving for fair elections, and now will support them in the work on the international investigation of crimes against human rights.
November 24 [2020]
... Sanctions, aid programs and the Constitution: Sviatlana Tsikhanouskaya held a meeting of the cabinet of representatives ... ' (https://t.me/s/tsikhanouskaya?after=400) [unofficial translation]
Legitimate government structures are gradually organizing after the August 2020 elections?
3.2. British television and radio company BBC has included ex-presidential candidate Sviatlana Tsikhanouskaya in its annual list of the 100 most inspiring and influential women in the world.
The Western World, the widest circles of its population, understand the situation in Belarus better and better ...
3.3. The legal representatives of the people of Venezuela, after gaining control the diplomatic missions of Venezuela abroad, seems, did not started the issuing their own passports and the practice of a partially canceling (annulment) passports issued by the Maduro's regime ...
3.4. In parallel with the news about Lavrov's meetings in Minsk, there were reports about Lavrov's words (when and where were these words were said?) about the "privatization" of the secretariats of international organizations ...
Perhaps, as the Western World understands the events in Belarus more and more, international organizations feel more and more perplexity in relation to the actions, to politics, to the repressions of the Lukashenko's regime ...
If certain legal representatives of the Belarusian people will receive diplomatic passports from authoritative international organizations, this will facilitate the struggle of the Belarusian people for democracy and freedom ...
4. Some journalists expressed a sort of expectation that Lavrov would push Lukashenko to new elections. It seems that these modest expectations have not been met (not arrived to any result), absolutly.
The summation.
1. What does the modern Russial state get? It receives a loss of international reputation, and a latent displeasure from the Lukashenko's regime due to the lack of abundant funding. But there are clever people! Maybe it will be possible to push Lukashenko to the construction of another nuclear power plant or to the similar projects? The right people have their own traditions - a kind of cash back algorithm (a methods of returning funds) - the means, which were paid, must be returned ...
2. What did Lukashenko's regime get? He received political support. He sees an opportunity to evade any reasonable action ...
3. What did the Belarusian people get? The Belarusian people received one more confirmation of what was known before Lavrov's visit ...
An interesting process is going on. Lukashenko's regime is training to (is learning to) use means of suppression - rubber sticks, firearms, pre-trial detention centers, etc.
Meanwhile, the Belarusian people are confidently moving along the path of integration into the Western World. On this path, the Belarusian people meet with a benevolence, an understanding and a help ...
This is a unique historical phenomenon ...
