The response dated April 08, 2022 No. 15-1329/22 from the Department of State Registration of Rights of the Office of the Federal Service for State Registration, Cadastre and Cartography for the Rostov Oblast confirmed the correctness of my arguments, which I used to substantiate my statements to the Ministry of Finance of the Russian Federation.
In this regard, I prepared and sent by registered mail (against receipt) the fourth application to the Ministry of Finance of the Russian Federation.

Dear employees of the Ministry of Finance of the Russian Federation!
I have repeatedly applied to the Ministry of Finance of the Russian Federation (my applications dated December 26, 2021, February 16, 2022, March 17, 2022).
In my statements, I raised two questions [I insisted on considering two questions].
First. I asked to protect the tax interests of the state.
Second. I asked for compensation in connection with the termination on June 3, 2019 of the ownership of the relevant property.
('According to the information of the Unified State Register of Real Estate (hereinafter referred to as the EGRN) in relation to the property with cadastral number 61:44:0000000:83514, the right of common shared ownership of A[last name] L[first name] A[patronymic] was registered (registration date: April 6, 2017 , 1/2 share in the right) and Zalessky Vladimir Vladimirovich, (date of registration: August 3, 2016, 1/2 share in the right) to a residential building with an area of 249.3 sq.m., located at:
Rostov-on-Don, st. Muskatnaya Street/Dnepropetrovskaya Street, 32/34, with cadastral number 61:44:0000000:83514.' - the response dated April 08, 2022 number 15-1329 / 22 from the Department of State Registration of Rights of the Office of the Federal Service for State Registration, Cadastre and Cartography for the Rostov Oblast).
My applications were sent [from RF Ministry of Finance] to the Rosreestr system.
On April 9, 2022, I received a response dated April 08, 2022, number 15-1329/22 (from the Department of State Registration of Rights of the Office of the Federal Service for State Registration, Cadastre and Cartography for the Rostov Oblast).
The facts have been confirmed.
'On June 03, 2019, in accordance with the Court Decision submitted for registration, the right of common shared ownership of the property with cadastral number 61:44:0000000:83514 was terminated in the EGRN.'
'Information on the termination of your right to common shared ownership of the property with cadastral number 61:44:0000000:83514 was transferred by the Office [of the Federal Service for State Registration, Cadastre and Cartography for the Rostov Oblast] to the tax authority within the time period established by law as part of the implementation of Art. 85 of the Tax Code of the Russian Federation".
Thus,
1) the object (previously owned by me) at the moment - as I understand it - is not an object of tax accounting. (This object was not indicated in the tax notice). This in itself violates the tax interests of the state. In addition, the relevant taxes cannot be assessed. According to my preliminary calculations (I am not a professional who is in a paid service in the tax authorities), there is an underpayment of tax.
('according to my unqualified calculations, my non-payment (in full) of the property tax on individuals in 2021 in connection with the "disappearance" of the above-mentioned object is 6633 (six thousand six hundred thirty three) rubles.' - my statement dated November 30, 2021, sent to the Federal Tax Service of the Russian Federation (Moscow) on November 30, 2021).
Besides,
2) It was explained to me that I have the right to apply "with an application for state cadastral registration and for state registration of property right."
However, (this) right is not an obligation established by law.
I have been dispossessed of the relevant property for almost three years now and I prefer to receive compensation.
In connection with the foregoing, and taking into account the results of the audit, which is issued by the response dated April 08, 2022 No. 15-1329/22 of the Department of State Registration of Rights of the Office of the Federal Service for State Registration, Cadastre and Cartography for the Rostov Oblast,
I ASK the Ministry of Finance of the Russian Federation:
1. Take energetic and urgent measures to protect the tax interests of the state (for tax accounting of an actually existing property, for tax assessment (if there are grounds), for full payment of tax (if there are grounds).
2. Take measures to pay me compensation in connection with the losses incurred by me - due to the termination of the ownership of the above object.
In addition, please note that I, not being the owner, cannot be held responsible for this object. I suppose that the requirements of ensuring public safety and the economic interests of the state make it necessary to organize the protection of the specified object. (The economic interests of the state are mentioned here, since, according to my assumptions, after the payment of compensation, the object will become federal or oblast property).
