They have a money (fonds), a brand, a power, etc., but they have no legislative basis...
3. Why "the third information sector" is necessary?
In an idealized form, the answer to this question looks as follows.
There are problems of a fight against crime (Ministry of Internal Affairs) and with espionage (FSB).
However in the conditions of incorrect an economic, legal, personnel policy there are a wide protests.
There are different ways to respond to protests.
It is possible to change the policy, making it adequate to the needs of the population and emerging challenges.
It is possible to try to collect and use a compromising evidence, a dirt on leaders and participants of a protest.
3. What results of functioning of the "third information sector"?
The results are different.
But with a share of conditionality, the results include the following phenomena.
Forests burn.
Prices are rising.
The masses of the population are entangled in debt.
The amount of an average check is reduced.
Bees are dying out.
Floods produce a covering with water and immersion in water.
The retirement age increases...
4. Afterword.
It seems that the following tasks are on the agenda:
1. Maximum openness of all information bases,
2. The widest possible public control over the processes of collection, processing and use of information.

All these systems of tracking and control with unknown efficiency solve non-obvious tasks.
At the same time, they undermine the cultural basis of the european society - individual freedom. They transfer European society, in a sense, into a primitive, tribal state, depriving individual of privacy, personal space, freedom...
In the eras before the appearance of amounts of personal data, the European community decided a number of great challenges! It went from victory to victory!
What it has achieved after appiarence of all these information bases? Destroyed an ozone layer?... It approached ecological and climatic catastrophes?'
