And the reason for that, said during the meeting of the Committee of the ZS RO [ZS RO - the local parliament] for the construction of Vladimir Nazarenko-acting Director of Rostovmeliovodkhoz (a state institution controlled by the Ministry of Agriculture, which deals with land reclamation and agricultural water supply in the Rostov region), a crack length of almost two meters and a width of 8 centimeters.

WHOSE IS IT, ROSTOV SEA?
And here is how to be with the construction [to be with the dam] further-it is unclear. It is on the balance of the Federal Ministry of agriculture, which does not allocate money for its maintenance for a long time, because this dam, in simple terms, by and large, does not play any role-it only serves as a watershed between the ponds.
Initially the Rostov sea was created for the purpose of Temernik's cleaning with the help of so-called volley dumpings (up to 10 cubic meters a second) to wash out the bed of this river. It was necessary to construct, however, six more ponds as there was not enough water, and in the 1971st the first dumping which was recognized as effective was carried out. And then the new idea - to build also the Northern reservoir (two reservoirs), for even more high-quality work was born.
But further someone estimated, at last, in what sum rising of water from Aksay to the Rostov sea by means of the pump station manages, and - conclusions were extremely unpleasant: costs of the electric power poured out (literally) in the enormous sum.
In the end the project is not closed completely (nothing was demontaged), but also to operate it as intended in the project, did not. Plus there was disagreement between the departments, who is responsible for what.
And now, since the mid-80s, the Rostov sea has become an ordinary pond. The road on the dam of pond No. 7, let it and one-band also looks unattractively, began to perform the role of an alternativ road toward horticultural associations, located on both sides of the pond.
And here still there a residential district "Platovsky" appeared, traffic grew, and... cars smashed the dam, pressed the dam. A load of the dam really grew many times.
REFUSED TO BUILD A NEW BRIDGE
In December of last year, according to the decision of the Aksai district court, where the Prosecutor's office addressed with the relevant application, the dam for the passage of transport was closed. People, of course, began to complain - that the traffic jams are constant, and ambulances and firefighters can not pass, because the main way - on the shore of the Rostov sea on the Orskaya St. - too loaded. Even wrote the petition on "Active Resident of Rostov" [on line] service (it collected 499 votes pro at one contra), convincing the authorities to construct the new road and to strengthen a dam and to reopen it for journey, however the mayor's office answered categorical "no":
- In borders of Orskaya St. and Rostov sea territories of the city forests included in the federal register in which, according to the Forest code of the Russian Federation, construction of highways and bridges is not allowed are located, - explained in municipal administration. - Also, in borders of Alyabyev St. and Rostov sea, according to Rules of land use and building of the territory of the city, a number of restrictions on use of the land plots in this place is established. Therefore to execute design and construction of the alternative highway around a dam through the Rostov sea now it is not possible.
