  Yesterday, near-budget media amicably disseminated information about the possibility of solving the housing problem in Russia in the coming years.
  
  It turns out that in order to achieve this goal it is necessary to build so many square meters of housing by such a year.
  
  The idea of a solution to the housing problem in Russia in the near future is a myth of the state level.
  
  How can a population entangled in debt, in the absence of economic growth, become a purchaser of housing? This is as naive as the hope that the masses of the population can purchase goods in stores without money.
  
  What is behind the buildup of construction volumes, behind the "concern" for the development and expansion of the construction industry?
  
  In reality, schemes are being launched in which citizens increase their debts by obtaining new loans "for the purchase of housing."
  
  If the homeowner is not solvent, then what does such a scheme lead to?
  
  At some point, the borrower loses the opportunity to service the loan. The property is sold at auction, the bank records the loss. The borrower is left without housing. Persons associated with the construction industry take profits.
  
  Thus, according to this scheme, under the guise of solving the housing problem, bank capital is pumped into the pockets of those layers that are associated with construction.
  
  What happens to a property sold at auction? Such an object again goes on sale, possibly at a discount price. A new citizen, seduced by advertising, not understanding the conditions of a mortgage agreement, is going to get a new loan.
  
  Further - according to the previously described scheme.
  
  Thus, the cycles "loan - sale of real estate - loan" are repeated (again and again).
  
  At the same time, banks receive a loss, the population becomes more and more entangled in debt, and the layers associated with construction make a profit from the losses of banks.
  
  Since the banking system is closely connected with the state budget, in essence, there is a scheme for pumping budget money (through banks) into the pockets of persons associated with the construction industry.
  
  However, the mass of square meters is growing. This mass is concentrated in some owners (banks, a narrow layer of legal entities and individuals - property owners).
  
  The mere appearance of a mass of square meters at the disposal of a narrow group of people (thanks the irretrievable costs of the budget and losses of banks) cannot be called a solution to the housing problem.
  
  However, more and more people, to fill the constructed real estate, are necessary.
  
  The debt-ridden mass of the population is prone to impoverishment - pauperization. Her fate is modern substitutes of a debt prison.
  
  Fresh personnel, fresh consumers of square meters are needed.
  
  For this purpose migrants are quite suitable. The theme of migration coincides with the theme of expanding the scale of construction.
  
  Budget - banks - bankrupt mortgage borrowers - profit for construction workers - expansion of migration ...
  
  All this in no way can be called a solution to the housing problem. This is a pumping of a budget money and banking resources into the pockets of the layer of people associated with the construction.
  
  All this social combination (a large-scale manipulating) is accompanied by colossal additional negative consequences.
  
  Firstly, to depict achievements, a reduction in the cost of one square meter of housing is declared. In fact, the accumulated in previous periods, the resources necessary for the normal functioning of huge masses of the population - a botanical gardens, a city forests, a groves, a parks and other public spaces - are handing to the layer that is engaged in construction.
  
  Secondly, huge, overpopulated megacities are being created. The colossal riskiness of such urban planning, urbanic policies is especially clearly visible during periods of epidemic.
  
  Thirdly, the normal real estate market with more or less market prices is being destroyed. Essentially unnecessary real estate objects are being created, involved in more and more new mortgage cycles. At the same time, dilapidated objects with owners are being preserved - again through the ruining of their owners (middle class, intelligentsia). This is served by mechanisms for paying for overhaul (contributions for overhaul). The redemption of such objects from owners, the construction on the site of such objects of new, really necessary buildings is an element of a more or less normal real estate market. For modern realities, such actions are generally disadvantageous. Why do this if you can qualify for free or almost free public spaces, public land plots? The owners of objects built in the 30s - 40s - 50s - 60s of the 20th century (this is the middle class, the intelligentsia) or are under press of the large costs of major repairs, or with them dealt by other methods.
  
  In relation to the middle class, in relation to the intelligentsia applies, de facto, the following principle. The cost of ownership of real estate imperceptibly brought up to the highest level. Naturally, the task of simultaneously, instantly ruining the entire middle class is not posed. It would be too scandalous, and would give rise to a wave of resistance. (Pay attention to the inexplicable, relatively long-lasting , semi-latent (semi-hidden) protests in Khabarovsk). But the cost of ownership of real estate for the middle class should be such that a certain part of the middle class, of the the intelligentsia (... 0.5 - 1.0, - 2.0 ... percent of the total number of owners) would be forced to part with their real estate objects annually.
  
  There are other negative consequences of that huge social combination (manipulation), which is called the solution to the housing problem.
  
  In conditions when there is no economic growth, when the majority of the population does not have normal incomes, when all kinds of national markets are destroyed - the real estate market, the book market, the media market, the art market and others - when a huge mass of the population is entangled in debt, and the amount of debt growing, - in these conditions, the thesis about solving the housing problem in the coming years is a myth of the state level.
  
  More and more new chimeras appear - "nano-technologies", "mega-grants", "digital economies", etc. - meanwhile, environmental disasters of enormous proportions continue, large-scale floods occur, forests burn, after the start of the coronavirus pandemic, tourist flows increase (it leading to enormous national inconvenience and loss), news about the destruction of bridges, roads, dams, technical and technological facilities come almost daily, intelligentsia is destroyed, prankers are placing into all spheres of life ...
