(Are "the Basic laws" - "Constitution"?... Yet, the very concept of "Constitution" implies a conscious and democratic establishment of the legal foundations of the state ...".)
There is no mention of The October Manifesto ("The Manifesto on the Improvement of the State Order") of 1905.
