  In Moscow and in other cities of Russia there are monuments on which riders astride horses are presented.
  
  For example, monument to the founder of Moscow. Such monument quite naturally and attractively looks.
  
  The time has come, the Emperor Nicholas II in some cases used horses and sometimes - cars.
  
  The bat'ko Makhno rode tachanka, but as the history confirmed, tachankas already morally became outdated in that historical period.
  
  Lenin in "not public" life rode a bicycle, but publicly, in Russia, started a political career from the armored car. Further he used cars and locomotives.
  
  Stalin in different forms emphasized participation in emergence of new vehicles - for example, new models of planes.
  
  Gagarin "went" ("rode") "Vostok" spaceship.
  
  "Buran", as far as I know, executed only one flight, and without crew.
  
  Yeltsin used a tank. In comparison with a armored car and a locomotive - a step forward.
  
  Further there are military planes and bathyscaphes...
  
  There are new vehicles, a transport devices. Respectively, morally become outdated "invented" earlier.
  
  What means "morally become outdated"? On a parade in Moscow in a solemn occasion horses were used - and it was pleasant to look at this. Perhaps, use of horses showed connection between generations.
  
  But the person (human nature) strive for superiority. Whether in all cases? A sailing ship will remain a sailing ship (a sailing yacht will remain a sailing yacht) - even if invent an ultra-new catamarans and trimarans...
  
  And people will run in the morning on foot (for health) - if even an electric cars are invented...
  
  But, however, existence of such phenomenon as moral obsolescence, nobody denies.
  
  But whether moral obsolescence in policy is possible?
  
  Whether political processes, presidential elections in Ukraine (2019) can to confirm emergence in the post-Soviet area of the phenomenon as "management of elite"? About moral obsolescence of "management of team", (seperate) persons?
  
  Whether results of elections to European Parliament (they appear in media on May 27, 2019) can demonstrate moral obsolescence of former migration concepts, of former migration policy, of views about some "historical fault" of the developed countries - of "fault" in some "historical sins"...
  
  In any case, it is possible to assume existence of such phenomenon as historical obsolescence in policy, in the political sphere...
