The position of a provincial local resident who begins to defend his rights is very difficult.
For example, do I have any claims against the local authorities of Rosreestr?
I proceed from the fact that on June 3, 2019 I lost my right of ownership for the property located in Rostov-on-Don, Muskatnaya Street/Dnepropetrovskaya Street, 32/34.
At the same time, I do not express either negative or positive assessments of the Rosreestr authorities that made entries in the Unified State Register of Real Estate (UGRN).
This issue is a thing of the past.
Gradually, the topic of violation of the tax interests of the state remains in the past. Nobody but me care about this issue. And I, a private person, cannot waste my time and energy on upholding and protecting the tax interests of the state.
The topic of the correctness or incorrectness of the Rosreestr's actions to make new entries in the Unified State Register of Real Estate (UGRN) has also remained in the past for me.
All of these are quite complex topics that require careful legal analysis.
Having assessed my strength and state of health, I chose the simplest way for myself - not to follow the path of a new registration of ownership rights and (or) the path of selling (or renting out) a property, but to ask for compensation in connection with the deprivation of me rights of ownership in relation of the object of real estate.
This "second" way is also not simple from a practical point of view - a huge number of people (tens, hundreds of thousands) receive money from the state without writ of execution. I'm being sent to get a writ of execution.
I do not agree with such discrimination.
The "second" path - the path of obtaining compensation - has the advantage of being simple in its design. If there is good will on the part of the state, the problem that has arisen can be solved within ten minutes.
There are compensation rates for 1 square meter when seizing real estate for public needs.
Known area (square) of object of real estate, the right of ownership for which I have lost.
The indicator of compensation is multiplied by the area and the compensation amount is obtained. Perhaps, the cost of the land plot is added to such sum.
I receive a certificate by e-mail, I go to the bank. I get money.
In the presence of the good will of the state and in the absence of discrimination, all this takes a minimum of time.
Does it make sense for me to describe my thoughts about the prospects for 're-registration' of ownership and the prospects for sale? In any case, I have accumulated enough practical experience to understand the position of the owner of real estate in modern Russian realities.
I sent by e-mail the application to the Government of the Russian Federation and I hope to receive compensation.
So far no response has been received.
But by letter dated June 15, 2022, number 15-3549/22, I was invited to an appointment with the local authority of Rosreestr. As written in this letter, my application dated February 16, 2022 is pending.
It is clear that neither local nor the central authorities of Rosreestr can resolve the issue submitted for consideration by the Government of the Russian Federation. Moreover, I received a response from the Rosreestr authorities dated April 08, 2022, number 15-1329/22 - a response to my application dated February 16, 2022. This answer contains the main thing. It recognizes my ownership as of (before) June 3, 2019, and lists the area of the object of real estate previously registered in my name (144.9 square meters plus a balcony, part of terrace a 32.5 square meter ).
Why should I lose financial means in connection with subtracting the area of the balcony and part of the terrace (with an area of 32.5 square meters)?
But if the whole thing rests on a balcony and a terrace, I am ready to agree to the calculation of compensation using the value (indicator) of 144.9 square meters.
It is not clear what money the state will save if I will lose financial means in connection with subtracting the area of the balcony and part of the terrace (with an area of 32.5 square meters). But in order to speed up the resolution of the issue (if the case rests on a balcony and a terrace), I am ready to take this loss and limit myself to using the value of 144.9 square meters (for calculation compensation) - without 32.5 square meters.
In general, the authorities of Rosreestr performed their functions.
On the one hand, as a "small provincial insect" I cannot ignore the invitation from Rosreestr.
On the other hand, there are no issues that I would resolve in Rosreestr in connection with my application of February 16, 2022.
In addition to paying compensation, I asked the Government of the Russian Federation
"1. Take energetic and urgent measures to protect the tax interests of the state (for tax accounting of an actually existing property, for tax assessment (if there are grounds), for full payment of tax (if there are grounds)." My desire to protect the tax interests of the state is gradually being lost - in connection with the above motives. Of course, I want the good for the state... But what to do?...

Both issues are outside the competence of Rosreestr.
It turns out that I have to find some kind of polite wording to avoid a visit to Rosreestr.
Apparently, I need to thank for the invitation and inform that the answer of Rosreestr dated April 08, 2022 number 15-1329/22 seems to me sufficient at the moment. This answer could be analyzed in detail, to find some topics for criticism - but why? The main issues in it are consecrated - (1) my rights of ownership for object of real estate and (2) the area of the object (required for calculating compensation).
In general, I will have to think and I will send a polite answer.

In addition, two or three weeks ago, I received a paper version of the answer from the Ministry of Finance (dated April 22, 2022, number 03-05-06-01 / 36321) by regular mail.
I received this answer back in April 2022 by email.
The answer from the Ministry of Finance of the Russian Federation dated April 22, 2022 number 03-05-06-01/36321 became the basis for my appeal (by e-mail) on April 27, 2022 to a higher authority - to the Government of the Russian Federation.
To date, I have not received any response to my appeal to the Government of the Russian Federation.
