  Earlier, in the essay on CMTPL (compulsory motor insurance - OSAGO), we expressed the idea of significant savings in money and in time when using the cheapest car models, which makes insurance indemnity irrelevant (unnecessary) in case of incidents.
  
  Indeed, does Russia need a car model worth 22 million rubles? Perhaps the production of such cars will be profitable. If not, then this is another direction for squandering public money.
  
  Why the production of the cheapest car model can be of interest to a certain segment of the population?
  
  In the current state of affairs, significant amounts of time and money are consumed by procedures related to CMTPL.
  
  At the same time, the very purchase of a CMTPL insurance does not guarantee insurance compensation. Firstly, there are cases when the owner of the CMTPL insurance discovers its invalidity (for various reasons). Secondly, he may face a mirror situation - in relation to the CMTPL insurance of other participants in a possible incident.
  
  After several years of owning a car, its owner, having counted the costs of money and time for all procedures related to CMTPL, may come to the conclusion that, from the point of view of economy, it would be advisable to pay in real money at the scene of the incident.
  
  However, this situation is unacceptable for owners of expensive car models. Any damage to an expensive car causes costs that in most cases cannot be reimbursed "on the spot".
  
  In other words, CMTPL, as a social mechanism, is most needed by the owners of the most expensive cars.
  
  It is clear that when the most valuable models enter the road, risks arise.
  
  The most favorite example of journalists is a pensioner's second-hand Zhiguli, which damaged a super expensive car. How can an ordinary pensioner compensate for possible damage?
  
  And it's very simple - you need to free the owner of the most expensive car from the risks and distribute the risks among an indefinite number of people by introducing the OSAGO system. The huge masses of car owners pay for insurance, form a financial fund, and if an super expensive car is damaged, then this fund may find money to compensate for the damage - regardless of who the possible culprit is a retired or non-retired person.
  
  Of course, this is a good idea - CMTPL. But for whom? What is the share of the most expensive models in the total number of cars owned by the population?
  
  Apparently - relatively insignificant.
  
  Consequently, it is in the interests of the vast majority of the population to create a model of the cheapest car with the exemption of the owners of such (the cheapest) model from the obligation to carry out compulsory auto liability insurance (that is, to acquire a CMTPL insurance).
  
  Naturally, the existence of such a model contradicts the main principle of automotive social psychology - to declare oneself through the value and relative rarity of a car model.
  
  Nevertheless, a certain part of the population, which is not interested in show-off, but in movement, in saving money and time, will show interest in this - the cheapest, exempt from CMTPL - model.
  
  Life, albeit not in significant extent, will become simpler, cheaper and more enjoyable (free from worries and stress).
  
  Thus, the creation of the cheapest car model, whose owners will be exempted from the obligation to purchase a CMTPL insurance (in general, from the obligation to insure auto responsibility), is one of the main (and perhaps the most important) direction of the development of the automotive industry in Russia.
