Can Russia produce a ship for a lunar expedition in a short time?
At the moment, there is a point of view that the Russian segment of the ISS (in any case, its essential elements) have exhausted their operational life.
If this opinion corresponds to the truth, then in this case the foreground is not the task of creating a spacecraft capable of carrying out a lunar expedition (with a crew), but the task of 'simple reproduction' - the task of restoring the Russian segment of the ISS (or of its analogue in the form of an independent Russial space station ).
According to another version, the creation of an independent Russian space station will presumably be carried out in the early 30s (about ten years later).
In the order of words, in accents, and in directions of thoughts, we may find a hint of yet another possibility.
This is the most economical option - neither the ISS will be restored, nor an independent Russian space station will be created.
But in any case - with or without a space station, Russia, apparently, will strive to participate in the "Lunar Program".
In other words, according to the most economical version, near space will be pushed aside, and deep space exploration (that is, an expedition to the moon) will receive priority.
How to achieve leadership in the exploration of the moon?
We offer the following set of solutions:
1. To connect to the activities of space departments any (some) bank with the greatest achievements in the field of artificial intelligence,
2. To rename the artificial intelligence (for the Lunar Program) to Lunar Intelligence and endlessly repeat this word-combination in all possible cases in the context of the enormous benefits that will soon make the multinational people of Russia happy in the most mysterious way,
3. To create in one of the republican academies, known for their high intellectual achievements, the Institute of Lunar Intelligence,
4. To involve top managers who have shown themselves well in the development of nanotechnology, and have been nominated for promotion, to the leadership of the Lunar Nano Intelligence Corporation; to allocate several trillion rubles to this Corporation - for a start,
5. Allocate the Megagrants for the development of Lunar Intelligence, and to invite the most talented foreign specialists to master these megagrants (and then impatiently to await scientific breakthroughs),
6. To begin training specialists in Lunar Intelligence in the central universities of the country. To guide (to manage) the educational process, to write out specialists from distant but ambitious regions, capable of multiplying two by two, and give them doctors of sciences and professors. Let they lead (rule) of associate professors and candidates with experience of successful space launches (in extreme cases - to appoint them on positions of deputy prime ministers). To strengthen the leadership of such universities - in the presence of global criminal scandals; to send rectors of such universities to the Academy of Sciences of the Russian Federation for strengthening. Strengthening the Academy of Sciences of the Russian Federation is an important thing.
7. To establish an annual Lunar Prize with a prize fund of 100 (one hundred) million dollars - to reward the most capable scientists who excel in research for the "Lunar Program".
While all these activities are in the process of preparation, to leave the ISS project (program) (without reaching any agreements with partners) and wait for good news about subsequent events related to the ISS.
