About three and a half months have passed from August 2020 to today (November 24, 2020). The period, during which the Lukashenko's regime avoids holding new elections, is lengthening.
This situation makes it advisable to draw up a program (as a whole). Or - to formulate of individual elements of the program.
So what it's necessary to focus on?
The politics of multiculturalism, as it turned out, is based on mythological ideas. The efficiency of these mythological ideas has not been confirmed in practical life. It's time for re-Europeanization (Europeanization). The term "migration balance" deserves attention. The migration sphere should be declared an area of increased political risk.
In the general context of the Europeanization policy, the formation of a possibilities for free and initiative people comes to the fore.
In this regard, the following itemes are relevant:
A) Prohibitions on the collection of big data about citizens (prohibition of mass installation of video cameras in public spaces, prohibition of installation of Era-Glonass devices or other similar devices on cars, prohibition of chipping of people or personal items, prohibition of forming computer databases with personal data about the citizens of Belarus). The system of traditional archives is used if necessary.
A ban on exceeding the level of 0.001 percent of GDP (or other agreed level) - during a state funding for artificial intelligence developments.
B) Wide armament of the population according to the Swiss model.
C) The widest usege of a jury in the judicial sphere.
D) A filling of at least half of the seats in all representative bodies using the principle of voting by majority constituencies. A management is carring by an elite, not by (separate) personalities. Maximum turnover and rotation of officials in political positions.
E) Maximum rejection of all kinds of (traditional) personal documents and a rejection of the replacement of traditional personal documents (on paper) with their digital counterparts.
F) The maximum extension of the principle of tax exemption - at an income level, for example, 1 million rubles (or another level) - and at a less level of income. Exemption from the need to obtain any permits for starting a (simple species of) business.
Introduction for citizens of a guaranteed (permanent) (unconditional) income - in a case if there is an economic opportunities.
G) A review of the experience and traditions of Germany to determine whether it is appropriate to encourage citizens ' savings as opposed to encouraging citizens to obtain loans.
H) An avoidance of a mass privatization in the next 25-50 years.
I) For the population (but not for enterprises, not for entrepreneurs) - the maximum refusal of meters, the maximum expansion of a principle of payment for utilities according to the standards.
K) The return of the death penalty - not as an immediate practical measure, but as a distant political goal.
L) Declaring the unacceptability and undesirability of the emergence of overpopulated mega-cities and "ghettos" (depressed and other areas with negative characteristics).
M) Control over the "distance" between the poorest and the richest groups of the population (advisable to use the experience of Sweden, Finland and other northern European countries in the socio-economic sphere?).
N) The announcement of a quarantine measures (any measures to restrict personal freedom) during a fight against infectious diseases, including the coronavirus pandemic, as a matter of personal free choice of citizens. State support for persons who have chosen quarantine measures (and other forms of restricting their own rights and freedoms) to reduce the risk of contracting infectious diseases. Public agreement on the presumption of an infectious risk - in the case of maintaining a traditional lifestyle with the usual volume of rights and freedoms.
A conceptual approach to the choice between maintaining a habitual lifestyle and minimizing infectious risks. A recognition of the value not only for minimizing infectious risks, but also of a maintaining the usual (standard) volume of rights and freedoms.
To compensate the lack of restrictions within the country by the establishment of restrictions on the country's borders?
Summation. It can be assumed that the policy of Europeanization, in contrast to the policy of de-Europeanization:
will create obstacles for the obvious lowering of the mass intellectual and cultural level of the population,
will lead to a new period of the Renaissance - with obvious achievements in the economic, scientific, cultural spheres ...
Historical analogies:
A) One can recall such a - limited - experiment of a massive (and of a partly forced?) Europeanization, which took place in the 30-50s of the 20th century in the USSR ...
B) The advantage of the Bolsheviks was that they had a program (project of the future) in any period of their activity. Their opponents often did not have a project for the future. Their opponents (in some cases) were linking the development of the program (basic principles) with the work of the Constituent Assembly, which never began its full-fledged work.
C) It is advisable to make maximum use of the traditions of the First Polish-Lithuanian Commonwealth and the Grand Duchy of Lithuania (for the organization of the executive, representative (collegial) and judicial branches of government).
