The constitutional authorities of Kyrgyzstan have restored control over Bishkek, the capital of the state. The president and the government are functioning. The political crisis that lasted from October 4, 2020 to October 12, 2020 is over.
So is everything okay?
Let's take a broader view of the situation.
Kyrgyz political waves are a fact. They pass through Kyrgyzstan more or less regularly. 2005, 2010, 2020 ...
These waves are knocking down or trying to knock down senior officials.
It is natural to try to imagine ways (methods) of resistance to these waves.
If we recognize that these waves are generated by protest political energy, and this political energy is directed directly or indirectly against the highest officials, then it would be logical to search for an answer based on the principle of discrete of a power.
In other words, the replacement of senior officials should outpace the growth of personally oriented protests against senior officials.
How can this be organized?
Our version is based on the use of Kazakhstani political experience with the use of ancient Roman experience.
Kazakh President Nursultan Nazarbayev has moved from the presidency to the office of the Security Council. His successor came to the president's post. However, this was a one-time action based on the goodwill of Nursultan Nazarbayev.
In the late Roman Empire, the supreme power belonged to the tetrarchs (two the augusti and two the caesares).
By combining the Kazakh political precedent with the ancient Roman experience of management, we modify the result obtained.
Currently, the Kyrgyz Constitution provides for a six-year presidential term. Re-election of the same person to the presidency is not allowed.
If the president goes to the elections with the first and second vice presidents, then - in accordance with the proposed version - after a three-year term, the president moves to the position of an observer, adviser and thinker (the option is the chairman of the Security Council, like Nursultan Nazarbayev; although this option is not the only one possible), and the first vice president takes over as president.
Such replacement at the top post will serve as an obstacle for (in front of) the uncontrolled release of negative political energy directed against one or another figure in the political post.
If there are disadvantages in this scheme? Of course there is - as in any other scheme. Nobody can guarantee absolute effectiveness of this scheme.
However, the proposed scheme, also, has obvious advantages. In addition to countering political waves, such a scheme will serve to form the traditions of not a one-man ruling but an elite government.
The management of (by) elite is much more efficient than the sole management (autocratic regime) ...
In the meantime, we can congratulate the representatives of the Kyrgyz state on the restoration of democracy and the rule of law - cautiously expecting strong or weak new political waves.
