My problem is not that I cannot change the settings - the problem is not that I cannot set my "location".
 
The problem is that the location "Makhachkala" was spontaneously established.
 
However, as far as I can understand, "Makhachkala" spontaneously [already] changed to "Krasnodar".
 
Now I deal with "Krasnodar" [now I see "Krasnodar"].
 
I did not install "Krasnodar", too ...
 
Thus, the problem is spontaneous changes in settings - at least in the part of the "location" setting.
