A general view of the Far East and its captains is rarely presented in any analytical materials. Much more common is a look at details, at small, insignificant events, at insignificant nuances ...
Let's try to get some general idea by means of comparisons.
For a long time, we do not see or hear a significant positive news about the Far East. The outflow of the (Russian) population continues. We are not aware of the figures characterizing the migration balance.
But we can guess about the presence of numerous chains - migration, economic, currency ones...
Of the economic chains, the most clearly represented in the public sphere are:
1) moving timber from the Russian Far East to China,
2) export of oil and gas (not only to China),
3) export of electricity (mainly to China).
Additionally, there are very laconic references to the extraction of various kinds of precious metals, some kinds of ores.
The export of various types of seafood [products of seas and ocean] is also regularly mentioned.
What is the difference between the Khabarovsk krai and the Far East (as a whole)?
The export chain "seafood" [products of seas and ocean] is not relevant for the Khabarovsk krai. But the chains "oil-gas", "timber", "electricity" for the Khabarovsk krai are relevant.
Now we turn to the fundamental difference between Furgal [former governor of Khabarovsk krai] and Degtyarev [acting Governor from July 20, 2020].
Neither Degtyarev nor Furgal are able to effectively withstand the problems of floods and large-scale forest fires (in the Far East and in the Khabarovsk Territory). Neither Furgal nor Degtyarev can change the political, social and economic situation in such a way that the inhabitants of the Far East in the mass feel themselves free, satisfied with life, rich people.
But both Furgal and Degtyarev are able (by occupying the appropriate chair) to protect the export chains "oil-gas", "timber", "electricity".
What is the difference between Furgal and Degtyarev?
Sergei Furgal, unlike Mikhail Degtyarev, is well acquainted with local needs and local resources. Having knowledge and skills, Sergei Furgal was able to bargain with greater or less efficiency - he was bargaining in the process of protecting, preserving the named export chains.
And the small gain that he received as a result of this bargaining, he was able to use more or less effectively within the Khabarovsk Territory.
Mikhail Degtyarev does not have such skills and knowledge. Will he be able to master them? But they are not really needed. In general, we can observe a Venezuelan variant of development with Russian specifics, but adjusted for the Far Eastern geographical position and with a Chinese flavor.
Thus, the doctor and politician Furgal does not differ qualitatively from (what is his profession?) and politician Degtyarev - except that Furgal is more familiar with the conditions of life and work in the Far East, in the Khabarovsk krai. But this feature, this knowledge are not so important ...
