Conference and negotiations. A diplomatic essay.
Two main (conceptual) ideas of moving towards a peace or a truce are relevant today: an (international) conference and negotiations (through intermediaries).
1. A (multilateral international) conference is characterized by:
1.1. A significant level of openness, publicity (wide information flows),
1.2. A convincing, generally understandable (understandable to everybody), principled position of at least one participant (group of participants) of the conference.
2. Negotiations (through intermediaries) are characterized by:
2.1. A noticeable level of confidentiality (or a complete secrecy),
2.2. The use of arguments that are largely unconvincing to the all world community.
A collective - but far from unanimous - support for the idea of negotiations (through intermediaries) means that those who support such an idea are not ready to openly and consolidated come up with a convincing collective position (at an international conference).
For today, it is generally accepted a support two international principles:
(a) Inviolability of internationally recognized borders (between states),
(b) Not to interfere (with the usage of armed force) in the internal affairs of other states.
Violations of these two principles occur only in exceptional cases. Most (or no one) - including those who support the idea of negotiations (through intermediaries) - are not ready to publicly abandon these two principles and put forward theses on the legality of changing borders (through the use of armed force) and on the normality (naturalness) of (armed) interference in the internal affairs (of other states).
If there is no potential for openness (publicity) and for persuasiveness, then negotiations remain (as a possibility) (which are characterized by confidentiality and secrecy).
A certain attractiveness of negotiations (through intermediaries) is determined by the fact that such negotiations have some potential to move towards a truce or a peace.
