Infections, epidemics, pandemics took place, also, in (Western) Europe. Those phenomena did not stop Political and legal processes. Maybe periodically forced to pause in development.
The fight against infections and epidemics went on one plane (in one space), and political development, political and legal processes went on a different plane (in other space).
