  Earlier, we considered such a sign of voting legitimacy as verifiability.
  
  Another important feature of the legitimacy of voting in elections to the authorities or self-government is an obviousness.
  
  The functions of the organization of voting, control over it and the count of the results of the voting is assigned to members of election commissions.
  
  Citizens cannot be discriminated in the right to become a member of the election commission on the basis of education.
  
  Consequently, any citizen with an average education (or the formation of a lower level; or even without formal education, but who is capable to fill out the necessary personal documents while his entry (inclusion) to the number of members of the Election Commission) has the right to become a member of the election commission in accordance with the approved procedure. A citizen (member of the election commission) is not obliged to have any special knowledge - such a requirement would be led to discrimination, unreasonable restriction of civil rights and to the delegitimization of a voting process.
  
  The principle (sign) of obviousness means that the entire voting process: from the beginning of voting to its completion, without excluding any periods of time (for example, for a night's rest):
  
  1. Obtaining by a voter of a bulletin from one of the members of the Election Commission,
  2. Entry of a voter to the cabin for secret ballot and exit from it (or filling out in sight of everyone, or familiarize yourself with the bulletin without filling),
  3. Lowering bulletins in the urn,
  4. The location of them in transparent urn,
  5. A reception of bulletins from urn and their counting,
  6. A preparation of a protocol on the results of voting,
  7. A packaging of bulletins and a placing them for a saving,
  
  all these elements of a voting process should be fundamentally accessible to observing (inspection) of all members of the relevant election commission.
  
  That is, all these elements of the voting process should be apparent for any person (a member of the election commission), which has a secondary education, or even not having an education, but with minimal literacy and the skills of account (who is familiar with arithmetic operations). Naturally, no special knowledge is required.
  
  The obviousness of the voting process is (in contrast to non-obviousness, from closedness, from encryptedness, from cryptographicity, from exclusivity to understand), is one of the conditions that allow to recognize the voting legitimate that meets the generally accepted principles of the construction and functioning of a democratic society.
  
  Thus, we plus up an obviousness to a verifiability.
