I found a e-mail dated April 28, 2022 number 08-0553 / 22 from the Office of Rosreestr in the Rostov Oblast.
One of the key provisions of this letter (on 4 pages): 'By virtue of the provisions of the imperative norm of Article 14 of the Federal Law of July 13, 2015 No. 218-FZ 'On State Registration of Real Estate' (hereinafter - No. 218-FZ), state cadastral registration and registration of rights are of a declarative nature [that is, it requires an application by the person concerned] and are carried out on the basis of the will of the persons described in Article 15 of Law No. 218-FZ with the obligatory attachment of the documents - the grounds for the implementation of accounting and registration actions listed in Part 2 of Article 14 of Law No. 218-FZ". It seems to me, that my position and the position of the Office of the Office of Rosreestr in the Rostov Oblast on the main issue do not contain differences. I am also of the opinion that "registration of rights is of a declarative nature [that is, it requires an application by the person concerned] and is carried out on the basis of the will of the persons described in Article 15 of Law No. 218-FZ."
Therefore, I have the right to act in accordance with my personal will. It may surprise someone that instead of starting to formalize my rights to the specified object, I am writing applications for payment of compensation to me.
I have no desire that the employees of Rosreestr, or anyone else, be in the place of such an owner of such an object ...
Looking back at the chain of events and at my miraculous acquisition in October 2021 of information (about my loss of ownership of the object in 2019), I am glad that nothing has happened to me from 2019 to the present.
I am surprised that I intuitively, even before the miraculous acquisition of the named information, made the (correct) decision - I made [fulfilled] a kind of "preservation" - and I didn't appear [not visited this object] there anymore ...
It turned out that the object does not belong to me (almost three years).
In general, if now I am not listed as an owner in the in the Unified State Register of Real Estate (UGRN), then so be it - as it happened.
I agree to compensation...
This object does not bring me any benefits or any income, but only - the cost of time, - as well as - a worries and the other "charms".
Accordingly, I would not like to engage in expressing any claims against the Rosreestr system. (Although... As they say: two lawyers - three opinions...).
