Perhaps his subordinates rated him highly enough.
But people of his circle and his level repeated political spells, praised Brezhnev-Chernenko-Andropov-Gorbachev...
There was no word "wolf"in those spells. (In British literature there is a pair-a mongoose and a Cobra... India... Britain ...).
When political wolves appeared, they tore (to pieces) both Nenashev and those who were over him...
Surely Nenashev is considered a highly educated person. These were the traditions of the Soviet era - it was not enough to carry tribute and flatter to advance on the career ladder (although this was useful). A formal documents about graduating from a higher educational institution, about working experience were needed... It was possible, with the flexibility of principles and liveliness of mind, to crank a disser somewhere in the VPS...
I assume that when Gorbachev imperceptibly violated the principle of universal, equal, direct suffrage by secret ballot, and the electoral system of the USSR rolled back behind 1936 and, even, behind 1905, then Nenashev and people of his circle did not protest not out of worship Gorbachev. Most likely, their education was insufficient, not complete. - To come to the idea that they (the rulers of the USSR) destroyed those civilizational democratic mechanisms that were created under Nicholas II in 1905, and under Stalin in 1936.
Most likely, they sincerely considered Gorbachev a foreman of perestroika and democratization, and the measures taken - a measures for the development of democracy.
Moreover, sincere democrats had nothing against receiving Deputy mandates from any scientific or public organization - and does this discredit the reputation of a true democrat?
Neither Nenashev nor his colleagues had anything against the quota elections from non-governmental, scientific and other organizations. They did not Express any objections. Perhaps it was a real manifestation of the real level of their real education, their political level (which was de facto below the Stalinist democratic level)...
As for the business opportunities of a soviet media chiefs.
Starting from some point, the whole country began to listen and watch TV broadcasts from the meetings of the Congress of people's deputies of the USSR.
The number of these deputies was huge-they came from all 15 soviet republics.
These people were not prepared for parliamentary activity. A sitting in the hall, hour after hour, was strange and tiresome to them.
In such a situation, stochastic (random) movements were the natural reaction of the body to the tedious presence in the meeting room.
These people were far from the elite European standards of education and behavior.
Among the stochastic movements were a touchings to a nose.
Because of the great number of deputies, every minute, every ten seconds somewhere in the hall someone from the audience was touching an own nose.
The question was how to record these touches on the TV equipment.
We must pay tribute to the cameramen. The sessions of the Congress were presented in the form of TV caricatures. You would have thought that the whole Congress only does what picks himself in the own nose.
If there were rational components in Gorbachev's policy, the TV picture turned his policy into a nose-picking and a subject for General irritation and national ridicule.
The leaders of the Soviet media leadership could not and failed to oppose anything to this TV picture.
Internally I more assume in Nenashev a decency and honesty, even, maybe, a love (or a respect) to the people, to simple population.
He just had that kind of education. And in his political spells there were no words "wolf", "wolves".
It can happen to anyone...
